OSZ is an international organization, created by the solution of Ministers of Railway transport on June, 28, 1956 in Sofia (Republic of Bulgaria). 

Legal basis of the railway transportation uniform system lies in intergovernmental agreements - Agreement on international railway freight communication (SMGS) and Agreement on international passenger communication (SMPS).
The main purposes of OSZ are development of international freight and passenger transportation, creation of unified railway transport space in Euro-Asian region, increasing of competitiveness of transcontinental railway directions, and also assistance in technical progress and scientific and technical co-operation in railway sphere.

In OSZ operation the representatives of ministries and transport agencies of 27 countries: Azerbaijan, Albania, Byelorussia, Bulgaria, Hungary, Vietnam, Georgia, Iran, Kazakhstan, China, the Democratic People's Republic of Korea, Cuba, Kirghizia, Latvia, Lithuania, Moldova, Mongolia, Poland, Russia, Rumania, Slovakia, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Czech Republic and Estonia take part. In addition, as observers in OSZ take part German (DB AG), French (SNCF), Greek (ОCE), Finnish (VR), Serbian (ZS) railways and close corporation "Railway Dyor - Shopron – Ebenfurt" (close corporation D’ShEV). 

Currently cooperation in OSZ is held on two levels: intergovernmental and on the railway level. Supreme governing body of OSZ is MinistersConference. Governing body in cooperation on the railway level in OSZ is General Directors’ Conference (of responsible representatives) of the railway.

General Directors’ Conference organizes cooperation in international railway transport sphere between European and Asian countries, including combined transport, information interchange  on expected foreign-trade transport, develops on this basis joint competitive offers, establishes rules of carriage and container use specification in international communication, organizes calculations between railways and other.

Activities in organization of direct freight railway communication between European and Asian countries, in improvement of carriage rules, in organization of joint use of national railway telephone networks of the roads-members of OSZ, in development of technical standards for power supply and railway tracks with high-speed traffic working equipment, in cooperation of electronic seat reservation system, in development of transportation hazardous cargo rules and other are held.
